Hmmm, if netstat does not show that your mail server is still listening on port 25, sounds like the SMTP service must have crashed. When you look at running services (net start), does it show that the SMTP service is still running?
Also, have you review your IMail logs and system event logs when this has occurred to see if they might provide some clues as to what's happening? Also, just to confirm, which relay setting are you actually using, "relay for addresses" or "relay for local hosts" or "local users"? The only valid settings that will keep you from being used as an open relay are "relay for addresses" and "no mail relay".
