I take this to be a badly worded version of "total cpu usage is low"

Not suprising the service doesn't respond to email clients, if it is down or
too busy to take another connection

Restarting fixed everything.

and probably fixed it by disconnecting this server.

Could it have been taking up all your bandwith?

What are your relay settings in IMAIL?

Are you using an antivirus program that does real-time scanning?
