Road Runner can indeed unblock, when it behooves them to do so.  I just had
this discussion with a consultant I work with occasionally who was having
issues with Road Runner and some of his clients.  Since he was responsible
for referring nearly 600 subscribers to Road Runner, most of which are
business customers, he got his way with RR by making the threat of moving
them to another broadband provider that just started up in the area.  They
immediately relented and unblocked whatever he wanted.

The unfortunate part of this is that not everyone is in a position to make
the threat and carry through with it in a way that will get RR to listen.
But, my only point here is that they will unblock things for you, if you
have something that works on their bottom line.

RoadRunner, in our experience, is totally ignorant about what they are
doing.  When dealing with SPAM, they perform brain surgery with a
jackhammer.  We've given up on trying to get off their list, and have
instead resorted to sending mail through a third party gateway.  If THAT
server gets listed somehow, we are simply going to have to give up.  We
tried calling, and the bottom line answer, after contacting four different
tech support persons, is that there really is nobody there willing to handle
delisting requests.  They just won't do it.

Until THEIR clients get tired of losing incoming mail and demand a better
way of handling SPAM, they will not stop their current practice.  I hate
spam as much as the next person, but honestly they are nothing but a bunch
of a**holes.  And let's talk about hipocracy -- a good deal of the spam we
receive is from rr.com addresses... THEIR customers/compromised boxes on
their network.
