they apparently haven't done a delegation of less-than-ClassC subnet (no CNAMEs), so it looks like it's a zone per

yeah, dig @ their NS for each IP to see what their NS records are, and make a zone file per delegatin. 16 delegations by them means 16 zone files by you, with one PTR per zone. Perfectly correct, and not too tedious for small subnets.
