Wow,  I throw out 1% not as fact but as description.  Use what ever
numbers you would like.  

My point is that the illness for ensuring the email is legitimate should
be more weighted towards the Admin on the sender's end not the
receiver's.

potential, if, maybe, could, etc, etc.

Please give concrete examples where blocking of subscriber access
networks causes economic damage, or bankruptcy, to your clients or to
the MX operator.
