IMHO PHP would be a plus.

Requiring  ASP/.NET  pretty  much  locks  you  into  running  IIS  on  a
MS-Windows  server.  I'd much rather have the option of running on a BSD
box.

As  a  side subject, I would hope that the HTML being emitted would pass
the "W3C Link Checker" http://validator.w3.org/checklink
and  supports  the ideas behind the "Viewable With Any Browser" campaign
