Sure. Set the "gateway" setting to the external SMTP server, and all mail will be forwarded there.
 
Incoming:
1) I could setup 2 accounts for each user, and get Tbird to read both new and old email servers until the old server is empty. I would then need to revisit the clients at some stage to remove the redundant server account (and eventually the server itself).
2) Or, I could process the waiting IMSmail and either re-send it to the new server, or perhaps import it directly into Tbird. This has the advantage that the users' setup would only need visiting once, and I could disband IMSmail straight after the transfer. 
 
Setting the "gateway" setting will send *all* mail to the other server. That would seem to be what you need anyway. Of course, mail already delivered to POP3 boxes is just going to sit there. You'll have to do something by hand to get rid of it.
