If your server has one NIC and one IP then the server has no choice but to send mail 
with that IP.

What I would suggest is that you match the HELO/EHLO to whatever the RDNS is of 
65.86.193.165.

Also - the error that you are seeing implies that the other mail server is denying 
anything coming from a dialup pool..many email servers do this.
