It is checked that the "fixed" font loads with the user's locale settings
and if it does not, locale is reverted back to POSIX. Unfortunately at
least some version of X on some configurations simply fails to display
the fonts although does not complain when loading them. Also when UTF-8
support is disabled we don't care about all the locale crap.
