Okay, after moving to the taskbar through Windows + T, Launch taskbar
properties using Alt + Enter. You will land to a checkbox echoed by JAWS as
lock the Taskbar checkbox, you may tab now to taskbar location on screen
combo box. In case you can't find the combo box using your tab key try
pressing Alt + T. this is the shortcut that will bring you directly to the
said combo box. Now down arrow till you hear jaws say bottom. Make sure
bottom is selected, tab to apply button then tab to OK to exit the dialogue.
