Okay, how did you move the mail to the thumb drive? Did you copy the .dbx files from the folder where they were stored on the old computer, export them, or what? We'll need to know this before we can help you if the object is to get the mail off of the thumb drive and into folders on the new computer. The best of all possible worlds would be if you literally copied the .dbx files, themselves, since it would be very easy to place them on the new computer. Also, exactly what did you do on the old computer to erase the mail--that is, did you delete each folder while you had Outlook Express open or just what did you do here? It's just possible that if you simply deleted a folder, the one that actually holds the .dbx files didn't get deleted, since it's not in an obvious location.
The other possibility remains running a System Restore on the old computer, provided it had Windows XP on it. I'm not sure if other versions of Windows have this feature.
