I agree.  Having them posted might encourage people to make them more
accurate and comprehensive.

The xdoclet-generated todo list would be good also.  This is now generated
by the all build.

Along with the javadocs I'd like to suggest we work a little more on the
jmx-api docs I started on that basically provide a user manual for mbeans
from xdoclet markup in the source.

The info provided is basically the same you get on jmx-console with an
xmbean (currently XidFactory and TransactionManagerService), but I think
it's good to have it as static html also.

I sort of enabled this everywhere by including the targets in
documentation.ent, however due to parsing problems with xdoclet on excaped
unicode characters it is currently disabled everywhere.  I hope to have a
solution soon.

So, this isn't so much a build system request as a suggestion that we add
additional documentation to all our mbeans (and convert them all to
xmbeans).  xdocletgui makes this pretty simple, it shows you what tags are
available and lets you add them and fill in the values.
