Every time this topic comes up I need to remind people that while the
proportion of installations currently running 8 vs. 11 is an interesting
datum, it is not particularly useful for making a decision about when to
drop support for 8. So long as you *can* run Jenkins on 8, and you were
doing so before, and 8 is still receiving security fixes, and there is no
particular functionality which is only available on 11 or even runs better
in any way that I am aware of, why would you bother to even take five
minutes to switch to a different Java version?

What needs to be weighed is on the one hand the advantage to Jenkins
*developers* in requiring 11 (as Tim describes); and on the other hand the
proportion of Jenkins administrators who would *refuse* to upgrade Jenkins
if it meant switching to 11 (for example because of some dumb enterprise
policy, or because of lack of support for agents on exotic platforms).
