I did exactly the same thing and it did work for me (don't you hate
replies like that ;)

Just looking at the obvious: how long after restarting did you wait
to test the changes. I think there is a minute-or-2 delay until the changes
are
checked.

BTW - I delete the jetspeed.log file everytime I reboot. *I* don't use it
for
anything other than debugging, so I don't let it get so big.

Which file are you "changing" to local-portlets.xreg? Do you mean to say
you "renamed" portlets.xreg to local-portlets.xreg? The idea is that when
you update Jetspeed source, the portlets.xreg is replaced, while
local-*.xreg
is untouched. Maybe this implies that there needs to be a portlets.xreg file
as
well - even if you do not use its portlets(?). Are any portlets showing up?

Another hint is be sure to look at the log file carefully - Often in the
plethora
of messages I find my error is represented by a single entry. This entry
might
not even *appear* to be an error - ie, entries similar to "file not found,
using
default value...". An error is especially difficult to find in a 185MB log
file.
