But if you rename kates-portlets.xreg back to local-portlets.xreg,
does it work again?

I don't know if you are correct that "jetspeed is suppose to
pickup all .xreg files". From an earlier post, I believe it will
pickup "all the appropriate" .xreg files. That is to say, all the
distributed .xreg files + the local-XXX.xreg files.

Might you have read a post where someone stated this as
shorthand; by "all .xreg files" the poster probably might have
meant the portlets.xreg, local-portlets.xreg, managers.xreg,
local-managers.xreg,...

Or perhaps support for the kate-portlets.xreg is part of the
PortletAPI which is not yet implemented?

To be clear, I am not an expert on this feature, I am just
suggesting things to try based on what worked for me (not
to mention that I have followed this maillist for several years
now). But it's better than no replies at all, right? ;)
