Even though I couldn't read the location map, the first thing I had to do was 
to press the Enter button to close out that overlay, and actually reach the 
page so I could interact with it.

  Lauren,

            I don't know if the following will be helpful, but here goes.  When 
I bring up that webpage in Chrome the first thing that shows up is what I like 
to call, "One of those satanic overlay dialogs," that never seems to get 
announced.  NVDA chatted along for several minutes telling me all about the 
check buttons, tabs, etc., on that website but didn't arrive at telling me that 
the overlay was there that one must dismiss before focus goes back to the 
actual web page.  It keeps announcing just, "dialog" and seems to have focus on 
it, but never gets around to saying that there's a close button on which there 
is already focus and an "Enter" button which would perform the same function of 
closing the dialog and landing you where the narration makes you think you 
actually are.
