No!  Speed and voice settings are not made that way.  Speed is adjusted from 
voice settings in the main JAWS menu.  These are universal.  Under the same 
menu, you can choose to adjust voice parameters for JAWS cursor, PC cursor, 
keyboard, and tutor and messages.  I don't think I'm leaving anything out.  If 
you want different combinations for different apps, each can have its own 
profile, set to start when that app is loaded or switched to.

What you probably want is for these settings to apply to all programs.  To do 
this, press the jaws/insert key and f2.  Press s twice to get to "settings", 
and press enter.  Press control-alt-d, and press enter.  JAWS will respond with 
"default jcf".  Now make your changes you described below, and you should be 
good to go.  To save those default settings, press control s or press alt f4 to 
exit, and answer yes to the save prompt.

If you later fine that you want different settings for a particular program, 
then follow these steps.

* Start the program for which you want to change the jaws defaults.

* Repeat the above steps, except do not perform the control-alt-d command; this 
makes the settings specific only to the program you just opened.
