Yes, it talked about rain and 2.4

I could be wrong, and have been in the past. But that link didn't 
convince me that all of my prior understanding is inoperative.

Why was 2.4gHz open? Since spectrum has been valuable for a long time, 
why did it not get used? There are lots of things around this.

I have seen the spectral images of signals in real rooms with 2.4 
signals. I don't understand all the causes, but its amazing that WiFi 
works at all. Drop outs, standing waves, multi-path.
