perhaps a small bug.

When you say latest.. I've just tried this out on: 
2009-02016 final  


What you say works ON THE MAIN PCB LAYOUT when you draw an arc on the
edges layer.

Here we are talking about the module editor where what you say does NOT
work.  If you end the tool and double click on the arc you get the module
properties window, not anything to do with the arc.
