Your numbers are way off. Looking at a 100 watt light bulb, it gives off 1710 lumens, and at 0.0015 lumens/watt means that the incandescent bulb is about 2.6% efficient. A compact fluorescent bulb that I have puts out 1600 lumens for 23 watts input making it about 10.4% efficient.
