It makes perfect business sense for the vendor to refuse, on the
basis that the vendor then needs to have trained monkeys on staff
that can re-image the system. Given the economies of scale that the
big vendors rely upon, the fewer configurations they can offer, the
better off their profit margins are.
Expecting a place like Circuit City, CompUSA or Best Buy to offer
those services will get you similar rejection, though you might
actually have a chance at Best Buy with their Geek Squad.
