Honestly, I think the main reason is that most UI kit don't have any easy way of implimenting circular menus.
I remember back in the days when Enlightenment was THE. NEXT. BIG. THING. on X, one of the themes available for it made all menus circular with submenus radiating outward into fresh circles. It was really cool, and you could get really fast when having to go through multiple submenus.
