Yes. Please read the documentation. Basically you need VBI (Vertical Blanking Interval) support (built into hardware encoder capture cards). Then when watching either live TV or a recording, use the menu (hit the M key to bring it up) and then select Closed Caption. This is another reason to go with a capture card with built-in hardware encoding such as the Hauppauge line.
