"Rise" is just the technical term for how high the "body" part of the pants is. For instance, if you have ahem more of a tummy than you'd like, a "high rise" may leave you with the waistband where you want it (since it has more length to go over and around)... So a low rise means the "body" part is short.
A young relative had them on the other day, no little fat roll, but I wondered if she realized the effect they were likely to have on others of the opposite gender.
