Presumable the outer edge is curved.
If not, you can make sure they curve by adding a twist to each of the left
and right pairs before working through the outside passive pair, twist the
workers, pin, work through the outer passive pairs and twist the left and
right pairs again before working down to the point of the fan.
If it's the inner passives, then you could be pulling them too tight.
