Best quality:
        Use PostScript fonts with dvips and Ghostscript (4.2+).

Good quality:
        Use hi-res bitmapped fonts with dvips + Ghostscript (4.2+)
        (e.g. the 300dpi or 600dpi for normal printing.)

Rough quality
        Use Lo-res Metafont bit-mapped fonts with Ghostscript (any version)
            (as with LaTeX2HTML pre-1997)

You need v4.2+ of Ghostscript for its anti-aliasing feature.
This is what lets you use a hi-res font bitmap with a low-res screen.
