I don't see the need for a centralized churchwide database.  This whole
discussion is in the end just academic as someone already mentioned that
none of this would be necessary if parents took enough interest in their
son's scout participation, which is the ideal.  Why should any of this
be bigger than troop level?  If there's any bureaucracy above the
scoutmaster I doubt they are going to be paying attention to the scouts
on an individual level, therefore why do they need that kind of
information.

I agree with Steven here.  The merits of a centralized database seem as
though they are just the convenience of data miners and, potentially, of
identity thiefs, unless someone can convince me of some great compelling
benefit of centralization.
