I would try this.

With Legacy closed
Move the following files to your backup folder for safe keeping.

Album.usr= Photo Album Report settings
Gallery.usr= Photo Gallery settings
Scrapbook.usr = Picture Book
ScrapbookOptions.usr = Scrapbook report settings

These should not be in the Legacy folder at this time.

Open Legacy and see if that helps. If not, you can move the files from
your backup folder to the Legacy folder.
