You can always set Legacy's locations to sort from largest entity to smallest entity. i.e. country to city. Then it doesn't matter how many positions you enter. I enter as many positions as are necessary for my needs. For example, if all I know is Los Angeles, California, that's all I enter. Since LA can be the city or county, I don't add any extra commas because I wouldn't know where to place them.
