Finally, a sensible comment.  Legacy has a default, which you can change.

Options>Data Format.  Lower left corner of the Data Format page is Location 
Format.  Three choices there:

1.  Assure a space after each comma
2.  Remove spaces after commas
3.  Leave spacing as entered or imported.


You NEVER have to have a set number of items to include in your location.
I have locations that have one - England.
Some have two - Tennessee, United States.
Some have three - 1st Battle of Newbury, Berkshire, England.
Some have four - Abbaye de Bon-Repos, Saint-Gelven, CĂ´tes-d'Armor, Bretagne.
Some have five - Abbaye de Fontaine-les-Blanches, Amboise, Indre-et-Loire, 
Centre, France


You can have as many or as few items as YOU chose in your location.  There is 
no restriction.

Switching the direction of the sort can be done any time.

I don't know where you get the impression that there is a "standard" of four 
fields/divisions. OK, Legacy has this sort of default setup, but in reality you 
can use as many commas as you like.
