I deliberately refused to answer this question, because whatever answer I
gave would be wrong, as you know your's is :-)

The double comma indicates that part of the location is missing - Like what
is missing in Preston, Lancashire, England?

I certainly will not have my arm twisted to encourage others to record
inaccurate information ( I know that you know, Mike, that I am not getting
at you here!)
