Just tested my Win 7 for the same and found it worked OK for me.
2 possibilities spring to mind.
a) Did you install to c:\legacy and not to Program Files (Legacy can't write to 
Program Files)
b) You may have a corrupt USR file. Not sure which one it is for this change.

I've used Legacy for many years now and have no complaints.  That being said, 
for the past couple of weeks, I can't seem to get the family tree file to open 
that I have set up in options.  I have several files that I work with and right 
now, no matter which file I have chosen as the "always open this file ", the 
last one that I was working on is the one that opens.  I go into option and of 
course, "open last used family file" is ticked.

I am using Windows 7 on a laptop and my Legacy 7.5 is current.  When I use the 
startup menu, I can, of course, choose the file I want to open.  I have a quick 
launch button in my tool bar at the bottom and that is where I usually start 
from.  It's not a serious issue, and I can easily open the file I want, but 
it's bugging me because it worked right before.

And yes, I click "save" after I choose the "always open this file" and browse 
to find the correct file.

Any clues?  Like I said, not a big problem in the grand scheme of things, just 
an irritation...
