Based on other replies in this thread I have tested. If you right click on the Legacy icon in the Windows 7 task bar to choose a file to open the Options > Customize setting will revert to Open the last used family file. I will be submitting a problem report to our tracking system to have the programmers look at this and fix it.
Gail, as a work around, just left click on the Legacy Icon in the task bar to open Legacy and the option to always open this file will stay set.
