I use RIN numbers for my WEB program to identify individuals. But when I abandon a RIN I can reassign it as I will never use it again for that person. So I tick "Reuse abandoned RINs" to keep my RINs in sequence with no holes.
Just think about what you are going to be using the numbers for, or what assignments you may give your Legacy program to use the numbers. The program does not care, so it is up to you.
