There is at least one occassion where it is helpful. I imported a gedcom and 
most of the RINS were way above my own and so there were some big gaps. When I 
added an extra person, Legacy chose the highest RIN and added one to that. So I 
set the option to reuse the RINS and slowly the gaps are being filled up. When 
I get to the point that the gaps are gone (or almost), I will turn off that 
option.

Ron has a very valid point about using previously deleted RINS. I'm just in the 
situation that that has not happened to me. In general, I don't care what the 
RIN for a particular person is, just as long as it never changes.
