Reuse and reassign are two different functions.
"Reuse RIN/MRIIN's" is for those who use RIN/MRIN to index/identify people. If 
you have a person you decide for whatever reason to delete, or merge into 
another, then that RIN becomes unused and available. leaving a hole in youre 
RIN index. If you have allow for reuse, the next person you enter will then use 
that RIN, instead of just continuing with last highest RIN used. Can be useful 
if you use RIN/MRIN to index to keep from having unused gaps.

"Reassign RIN/MRIN's" will renumber everyone on you're database that has a 
higher RIN/MRIN then the vacated one in order to fill the hole. Not a good 
thing to do if you relay on RIN/MRIN for indexing as you'll have to re-organize 
everyone.

Off the top of my head Tony - if you do not use RINs and MRINs for any type of 
filing or assigning identification, then it doesn't matter if you reuse them.  
On the other hand, if you use RINS and MRINs (I do - I iidentify all my 
individuals by RIN and MRIN and I keep a list and reference their numbers in my 
digital filing) then don't reuse because it could mess up your 
filing/identification. How do you keep track of your people?
