I see no advantage in reusing abandoned RINs. For me, the main disadvantage of 
reusing is that they are used as the file name for Pedigree Web pages. Hence if 
Joe Bloggs has RIN 100, and you delete him, then reuse the RIN for Jean Jones 
the search engines' cached pages still have that RIN linked to Joe Bloggs, as 
well as Jean Jones.
