Well, you haven't told us exactly what you did (!) but it could well be that more or less of a coincidence that this problem has occurred after trying to open the gedcom. It's quite possible that Legacy is already open but you can't see it. Do Ctrl-Alt-Del (commonly known as the 3-fingered salute) and access Task Manager. If Legacy is showing as running, highlight it and click End Task.
