Well, you haven't told us exactly what you did (!) but it could well be
that more or less of a coincidence that this problem has occurred after
trying to open the gedcom.

It's quite possible that Legacy is already open but you can't see it.
Do Ctrl-Alt-Del (commonly known as the 3-fingered salute) and access
Task Manager.  If Legacy is showing as running, highlight it and click
End Task.  Close Task Manager and then close down and restart your
computer before trying to open Legacy again.
