Pat, Before reinstalling I suggest that you do a File Maintenance>Check Repair. You say that you cannot create a PDF, does this mean that you can see the Report in the Preview? This is important, if you can then the problem is in the creation of the PDF, if you cannot then it’s in the creation of the Report. It helps to know where the problem arises.
Also have you checked Error by Number? Under the Legacy Home Tab go to On line Trouble Shooting Help>Error by number.
