Maybe I can clear a few things up about find A Grave. Yes, it is permissible to use the photos, for personal use in Legacy. I do it all the time. You just can't re-publish without permission. Check the contributor's page for permission. I use the grave template in Source writer and credit the photographer. This is because the copyright remains with the photographer. If there is a bio on the page, I also cite the memorial manager. Find A Grave keeps a copyright only for their format.
Off topic, Find A Grave has NOT transferred rights to Ancestry. Ancestry is browsing the site, much like Google and posting links to pages. They have not posted photos. If someone has used your photos, you will have to file a take-down claim with Ancestry and they will be removed. You may email me for directions.
