Did you download the Families Sync application on your PC? I was able in the past to get my direct line onto my IPad. I decided, after your email, to try again for the whole database. I updated the Families Sync application to the latest version. I am doing the download of my Legacy database using my USB between my PC and IPad. You have to have iTunes installed on your PC. The instructions are in the Help file for Families Sync on my Ipad.
It worked! 46,000 names and over 3,000 images! So, don't give up!
