Assuming this is the Ancestor Book report, I can see when these numbers get generated: tick Ancestral File Number on the Report Options: Include tab. So, you were right: they are Ahnentafel numbers. As for why the children didn't have numbers. The only reason I can see is that Ahnentafel numbers are are only assigned to direct line ancestors and then the number should be half that of the father. So, from Johannes and Maria, the dircet line of descent is through Sarah. For the two children you've quoted at the end (171. Angnietjen BOGERT and 176. Guilliam BOGERRT) these are NOT the same children as the two at the top of the list - they have different parents according to the numbers.
