Back in the day when there was really only one keyboard (IBM Model 2), software vendors used to ship templates on light cardboard that would slip around the F keys in order to give users an immediate reference for arcane commands. Once the diversity in hardware began to penetrate the market, they switched to templates that adhered to the bottom and sides of monitors, which were still relatively homogeneous in size and shape.
It seems to me that it would be easy to create a template that would do the same for new users. Then it becomes irrelevant what the keys actually have printed on them as the visual cues will come from the template rather than the keyboard itself.
