Ctrl-left/right are bound as you say, but ctrl-up/down are not.

In view of the standard ctrl-arrow bindings you mention, perhaps the
alt-arrow keys bindings suffice.

The main thing, imo, is to bind the F-keys to the standard operations shown
on typical keyboards, so that they act in a pane-appropriate way.
