Why? Because this the moment when an egg is penetrated by the sperm and a zygote is created. A zygote grows later to become a fetus. "Creation" refers to a change of property thus creating a new system. It is very much a scientific term.
On the other hand if we decide on a moment of creation of personality at parturition, then I need to remind you, that babies were known to be born at 4.5 month of pregnancy, exactly 4.5 month too early and lived. And what about a c-section?
