A sentient being is also a fly.  Sentience depends on consciousness and mind.
Beta waves are not the only waves in the universe that transmit and receive 
information. During their NDE none of the people have shown any beta waves 
activity, yet they were conscious.
You cannot use a fact of the limited means of a discovery as evidence of truth. 
Empirical evidence shows that lack of  beta waves is not a proof regarding lack 
or presence of sentience.

  A person is NOT a biological parasite (physically connected to and
  living within the body of a human being).  A person is a sentient
  being.  Sentience is measured in beta brain waves.  A person has
  rights, and nothing inside the body of a person has rights.  

  Human DNA does not make a human being.  Nor does having hands, feet,
  fingers, toes, eyes, a nose, or a beating heart.  Nor do reflexive
  actions such as sucking a thumb, response to stimuli such as pain, etc.
