fees) on the movement of an individual's property are a form of
agression and why a government can not impose such restrictions.

Constitution. It may help explain why the constitution is not a
binding authority on individuals. (He also clearly makes the point
that the constitution itself does not claim to be binding on
generations following its signators.)
