John,
Once again:
[wel.fare: aid in the form of money or necessities for those in
need]
But if you'd rather call it "subsidy", "binding agreement",
"treaty", or "business deal" - it doesn't matter. It's still
"aid", and the depressing effect on enterprise is the same.

{American jurors have complete Constitutional authority to vote
"not guilty" based on nothing more than a disagreement with the
case, no matter the evidence - despite the judge's instructions.
There is absolutely no obligation to vote "guilty" to arrive at a
unanimous verdict. Get on a jury, stand your ground, and fulfill
its other main purpose: to counteract abusive government and
unjust lawsuits.

Ps. Mark, to continue with the post before, I want to add one
thing.
No, it is not government welfair. Welfair is not a legal
requirement. This
subsidy is a binding agreement between two nations. It is law.
The money, as
little as it may be, is compensation for giving up tribal lands
and
ancestrial ways of survival. Mutual agreement was signed into
law.
Welfair is charity.
