Are these people on a "reservation" or not? If they are - and if they 
started their glove factory on the "reservation" - then how does the 
town of Blanding rezone anything that has to do with them. They 
should tell the government of the town of Blanding to stuff it.

No, it seems that you are the one who is missing the picture. These 
people seem to be the victims of too much - and too many! - 
governments. From the federal government through the tribal 
government to the state governments to the local governments. More 
government is not the solution to their problems.
