As far as I have been able to determine, it just fell through the cracks as people made other things a priority and ran out of time. As usual, people started late and didn't allow enough time for everything that had to be done. Some really believed that attendees would all download and print their own copies (which I did, but then, I was on the Platform Committee), at least enough so they could share them with neighbors.
So, I would say, if you want copies of the Platform printed and distributed to attendees at the next convention, you've just volunteered to do it (at your own expense, of course).
